Adair County: Stuart PD finds cocaine hidden under car seat

Derik W. B. Pickrell, 41, of Fontanelle, was taken into custody 12:29 p.m. in the 500 block of Sixth Street in Fontanelle on the charge of violation of a no contact or protective order.

According to an Adair County report, at approximately 11:45 a.m. a female was reported to be at a Fontanelle residence without permission. The resident of the property advised when they pulled into their driveway, the female was standing by her car and Pickrell came out of a building on the property.

There is an active no contact order between Pickrell and the female, who is listed as the protected party. The resident provided a video of Pickrell doing something with the female’s vehicle while the female was standing next to it.

The resident told law enforcement that the female had left in the vehicle and they were unsure if Pickrell was still on the property. Deputies went to a large outbuilding on the property and called Pickrell’s name several times before he eventually came out from behind the building.

Pickrell acknowledged there was a no contact order between him and the female but said he was unsure if the order was active. Pickrell said he probably spoke five or six words between them and that she was there only so he could work on her vehicle.

Pickrell was transported to the Adair County Jail and held on $300 cash-only bond.

Robert C. Hughes, 55, of Greenfield, was taken into custody 5:15 p.m. April 29 in the 300 block of Northwest Second Street in Greenfield on an Adair County warrant for the charge of sex offender - area/activity violation, second or subsequent offense.

According to a Greenfield Police report, at approximately 8 a.m. April 14, administration from the Nodaway Valley Elementary School reported that staff had witnessed a bright orange Mini Cooper on school property dropping off a juvenile. The staff member recognized the vehicle as belonging to Hughes who is a registered sex offender, and did not believe he should be on school property.

Police made contact with Hughes who admitted he had driven onto school property to drop off a student although he did not have written permission from the school to be on the property as required by his registry restrictions.

Hughes was transported to the Adair County Jail where he was released from after posting $5,000 cash or surety bond.

Julianna L. Riggins, 27, of Yelm, Washington, and Coba Palmer Jr., 36, of Chicago, were taken into custody 6:30 a.m. May 2, at mile marker 93 of Interstate 80 on the charges of possession of drug paraphernalia, possession of a controlled substance - cocaine, first offense; possession of a controlled substance - marijuana, first offense and two counts of child endangerment - substantial risk. Palmer was additionally charged with unlawful possession of a prescription drug.

According to Stuart Police reports, at approximately 3:26 a.m. a 2017 Lincoln MKS was observed westbound traveling 90 mph in a 70 mph zone and did not have any visible taillights. The Lincoln took exit 93 and went northbound into the Casey’s parking lot. A traffic stop was initiated at Casey’s and contact was made with the driver, identified as Palmer. Also in the vehicle were a passenger, identified as Riggins, and two children.

The odor of marijuana was detected coming from the vehicle. Palmer admitted to having marijuana in the car and handed deputies a marijuana blunt. He denied having smoked any in the vehicle.

A probable cause search of the vehicle was conducted, during which a fanny pack was found under one of the children’s car seats. The pack contained cocaine and paraphernalia. Multiple marijuana roaches were found throughout the vehicle, including in both the driver’s and passenger’s area.

Also found in the Lincoln were straws with white powder, which field tested positive for cocaine; two scales; two containers with white powder in them, one of which tested positive for cocaine; other drug paraphernalia and multiple prescription pills, prescribed to an individual that was not Palmer or Riggins. Most of these items were located in multiple places within the vehicle and were not contained to just one area.

Riggins denied knowledge of the drugs being in the vehicle.

DHS was contacted by law enforcement and took custody of the children.

Riggins and Palmer were transported to the Adair County Jail and held on $5,000 cash or surety bond.
