Creston Police: Woman charged with third OWI in Union County 10 months

Amber N. Shields, 30, of Shannon City, was taken into custody April 16 on Bureau Street on a Union County warrant for the charge of violation of probation. She was additionally charged with OWI, third or subsequent offense and driving while revoked.

According to Creston Police reports, at approximately 3:48 p.m. Shields was observed by officers driving a 2012 Dodge Caravan. Shields is known to have a revoked driver’s license and an active warrant.

A traffic stop was conducted and contact was made with the driver, confirmed as Shields, who had bloodshot, watery eyes and slurred speech. When asked about the odor of an alcoholic beverage coming from the vehicle, she corrected officers in saying the odor was coming from her person, not the vehicle.

Shields admitted to drinking eight or nine beers prior to being stopped. A cold beer was observed behind the driver’s seat with a straw in it. When asked if she was drinking and driving, Shields said she was “chugging and swerving.”

Shields refused all field sobriety testing, PBT and later refused to provide a breath specimen for chemical testing. She told officers she probably drives drunk daily.

Shields was also charged on a warrant stemming from a probation violation after being sentenced on two 2025 OWI convictions in Union County. Shields failed to report for two scheduled probation appointments in March and a breath analysis in April showed her to have a BAC of .153%.

Shields was transported to the Clarke County Jail and held without bond until her initial appearance on the warrant charge and $6,000 cash or surety bond on the new charges.

Michael D. Williams, 54, of Creston, was taken into custody April 17 on a Union County warrant for the charge of contempt - failure to serve jail sentence.

According to Union County District Court documents, Williams was ordered to serve 60 days beginning April 10 after being found guilty of violating probation. Williams failed to report as ordered.

Williams was transported to the Union County Jail and held until the balance of his sentence is complete.
