David J. Richman, 45, of Bayard, was taken into custody April 28 on a Union County warrant for the charge of failure to appear on the original charge of contempt.
According to a Union County District Court document, Richman was ordered to appear in court Nov. 14, 2025, for a compliance hearing on the original charge and did not.
Richman was transported to the Union County Jail and held on $2,000 cash-only bond.

Ronald D. Brammer, 63, of Creston, was taken into custody 11:07 a.m. April 24 at his residence and charged with possession of a controlled substance with intent to distribute - methamphetamine, more than 5 grams, a Class B felony, and possession of controlled substance with intent to distribute - marijuana, less than 50 kg, a Class D felony. He was also charged on a Iowa Department of Correctional Services warrant issued through Union County for violation of parole.
According to Iowa Division of Narcotics Enforcement reports, at approximately 8:30 a.m. a search warrant was executed at Brammer’s residence located at 600 S. Mulberry St. in Creston. During the search more than 5 grams of methamphetamine were located as well as a digital scale, used and unused narcotics packaging, less than 50 kg of marijuana and numerous items of paraphernalia.
According to a Department of Correctional Services report, Brammer, a parolee, violated the terms of his parole by testing positive for methamphetamine and/or self-reporting methamphetamine use in May, July, September and twice in November 2025, as well as in March 2026. In addition, new charged for possession are in violation of his parole.
Brammer was transported to the Union County Jail and held on $30,000 cash or surety bond for the possession charges and without bond for the parole violation.
*A Creston man out on parole was charged with possession of meth and marijuana after a search warrant at his residence.
