Creston Police report - April 15, 2024

At 8:31 p.m. April 14, Norma Putnam of Creston, reported her unlocked vehicle had been entered while parked behind her residence in the 800 block of West Mills Street. Putnam reported her purse, containing cash, car keys, a cellular phone and debit cards, was taken from the vehicle.

Property loss was estimated at $300.

James D. Michelson, 30, of Woden, was taken into custody 6:47 p.m. April 13, at the Union County Law Enforcement Center on the charge of possession of a controlled substance, third or subsequent offense and two outside county warrants, both for the charge of escape from Fort Des Moines.

According to a Creston Police report, at approximately 5:31 p.m. officers made contact with Michelson, who was driving a 2000 Chevrolet Malibu in the 100 block of West Taylor Street. Michelson was found to have active warrants from Polk County and the Department of Corrections. Michelson made statements to officers indicating there were drug items inside of a bag in the vehicle. The bag was found to contain more than one needle which field tested positive for methamphetamine.

A probable cause search of the vehicle resulted in other drug paraphernalia being located.

Michelson was transported to the Union County Jail where he was released by the magistrate on his own recognizance on the local charge and is awaiting extradition to Polk County.

Emanuel A. Cisneros, 25, of Converse, Texas, was taken into custody 2:05 a.m. April 14, in the 300 block of West Adams Street on the charge of OWI, first offense.

According to a Creston Police report, at approximately 1:30 a.m. a 2019 Ford F150 was observed northbound on Elm Street with its high beam lights on, the driver of the truck, later identified as Cisneros, failed to dim the lights when meeting oncoming vehicles. The F150 then turned left from the right hand turn lane.

Contact was made with Cisneros as he exited the truck. He had slurred speech, bloodshot, watery eyes, the odor of an alcoholic beverage coming from his person and impaired balance. An open Corona was observed in the truck’s cup holder and Cisneros made statements about consuming alcohol.

He consented to field sobriety testing and showed numerous validated clues of impairment. He refused to submit to PBT. Cisneros was transported to the Union County Law Enforcerment Center where he was given four attempts to provide a breath sample for chemical testing. Each time, Cisneros failed to follow instructions, resulting in an incomplete test.

Cisneros was transported to the Union County Jail where he was released from after posting $1,000 cash or surety bond.
