Waymond Foster Sr., 35, of Creston, was taken into custody 9:42 a.m. April 21 on a Union County warrant for the charge sexual abuse, third degree.

According to a Union County report, Foster took two minor females to Green Valley State Park where he smoked marijuana then sexually assaulted one of the females before having the other female get into the backseat of the vehicle and sexually assaulted her. The second victim reportedly told Foster to stop and was crying, but he ignored her. Foster then drove the two victims home.

Foster was transported to the Adair County Jail where he was released from after posting $10,000 cash or surety bond.

Jose Carreon, 27, of Creston, was taken into custody 5:30 p.m. April 21 at Howard and Spruce streets on a Union County warrant for the charge of failure to appear on the original charge of possession of drug paraphernalia.

According to Union County District Court documents, Carreon was scheduled to be in court Oct. 18 and did not appear.

Carreon was transported to the Union County Jail where he was released from after posting $300 cash or surety bond.

Austin Bloyd, 21 of Creston, was taken into custody 12:29 a.m. April 23 at the intersection of Elm and Mills streets on the charge of possession of a controlled substance - marijuana, first offense.

According to a Creston Police report, officers stopped a 2019 Chevrolet Camaro for careless driving on Adams Street. When officers made contact with the driver a strong odor of marijuana was smelled coming from the vehicle. When asked about the odor Bloyd admitted to possessing a couple of grams of marijuana and produced a white baggie and glass jar containing a small amount of marijuana and marijuana shake.

During a probable cause search of the vehicle two marijuana roaches were located in an empty bottle in the driver’s cup holder. Bloyd claimed ownership of everything in the car.

Bloyd was transported to the Union County Jail where he was released from after posting $1,000 cash or surety bond.

Andrew Weis, 20, of Afton, was taken into custody 2:50 a.m. April 23 at Osage and Highway 34 on the charge of OWI, first offense.

According to a Creston Police report, officers observed a 1997 Chevrolet pickup eastbound on Highway 34 near South Poplar Street traveling 47 mph in a 35 mph zone. Officers initiated a traffic stop. While pulling over, the pickup crossed over the center line and almost went into the ditch then drove off the roadway for several yards before coming to a stop.

Contact was made with the driver, identified as Weis. A strong odor of alcohol was detected coming from inside the vehicle. Weis had bloodshot, watery eyes, slurred speech, was very lethargic and admitted to consuming alcohol. Weis consented to field sobriety testing which showed signs of impairment. Weis refused PBT testing. Weis later consented to provide a sample of his breath for chemical testing and produced a BAC result of .181%.

Weis was transported to the Union County Jail were he was released from after posting $1,000 cash or surety bond.

Ryan Palmer, 30, of Creston was taken into custody 12:30 p.m. April 23 on the charge of allowing an animal to run at large.

Palmer was cited and released from the scene on a summons to appear.

At 4:32 p.m. April 21 Charity Clear of Creston reported between 5 p.m. April 14 and 4:35 p.m. April 21, her 2007 Chevrolet Tahoe had been stolen from her residence on the 500 block of South Oak Street.

Estimated loss was listed as $7,500.
