David J. Richman, 42, of Creston, was taken into custody 5:22 p.m. Sept. 26 at the Union County Law Enforcement Center on a Union County warrant for the charge of failure to appear on the original charge of possession of drug paraphernalia.
According to a Union County District Court document, Richman was scheduled to appear in court Sept. 26 for his initial appearance on the original charge and did not appear.
Richman was transported to the Union County Jail where he was released from on his own recognizance on a promise to appear.

Keenan R. Elwood, 42, of Creston, was taken into custody 10:40 p.m. Sept. 26 at the Union County Law Enforcement Center on a Union County warrant for the charge of theft, fifth degree.
According to a Creston Police report, at approximately 6:12 p.m. Aug. 13 money from a wallet was reported as stolen from Creston Express Laundry. The victim stated he had dropped his wallet in the parking lot and returned to get it but it was not there. The victim followed individuals, one of which was later identified as Elwood, who were leaving the laundromat to Walmart and confronted them about the wallet. Initially, they denied seeing a wallet but after the victim told them he was contacting police, they said they had found the wallet and placed it inside the laundromat.
The victim returned to the laundromat and located the wallet, but said $142 was missing from it. He again confronted the individuals at Walmart, who denied taking any money from the wallet and left.
On Sept. 6 officers were able to review footage from the laundromat. Elwood was seen picking up the wallet from the parking lot and walking into the business. He then opens the wallet, looks inside and places it on top of the machines. As Elwood walked out of the business he is observed placing something in his pocket.
Officers again attempted to speak with Elwood at his residence. His wife, who was outside, told them he would not come outside to speak with them when they first went to house because he didn’t do anything wrong and does not like police due to his past. She also said Elwood didn’t even open the wallet. Officers said it would be best if Elwood came to law enforcement center to speak with them. As of Sept. 21 he had not made contact with law enforcement and a warrant was filed for the theft.
Elwood was transported to the Union County Jail were he was released from after posting $300 cash or surety bond.
