Terry L. Fink, III, 54, of Des Moines, was taken into custody May 23, on the charge of OWI, third or subsequent offense.
According to a Union County Sheriff’s Office report, at approximately 2:48 a.m. a 2001 Dodge Ram was stopped on Highway 25 for a traffic violation. Contact was made with the driver, identified as Fink, and a strong odor of an alcoholic beverage was detected coming from his person. Fink was observed to have bloodshot, watery eyes. Fink admitted to having a few beers, with the last being not too long before being stopped.
Fink refused field sobriety testing and a PBT. He later refused to provide a breath sample for chemical testing.
Open containers of alcohol that matched what Fink admitted to having drank were found in the Dodge.
Fink has two prior convictions for OWI including May 19, 2015, in Polk County and Feb. 1, 2018, in Franklin County.
Fink was transported to the Union County Jail where he was released from after posting $5,000 cash or surety bond.

Amber N. Shields, 41, of Shannon City, was taken into custody May 22 on a Union County warrant for the charge of violation of probation.
According to Iowa Department of Correctional Services reports, Shields was placed on probation Jan. 8 after being convicted on two OWI charges and receiving a partially suspended sentence.
Shields reportedly violated the terms of her probation on April 16 and May 12 in Union County when she was charged on each date with OWI and driving while revoked. Shields failed to attend scheduled meetings with her probation officer April 27 and May 6. Since being placed on probation, Shields has not made any attempts to follow recommendations from her substance abuse evaluation or complete a court-ordered course for drinking drivers.
Shields was transported to the Union County Jail and held on $2,000 cash-only bond.
