Ringgold County: Tingley man charged after death of two animals

Randell L. Osborn, 59, of Tingley, was taken into custody March 12, at the Ringgold County Sheriff’s Office on Ringgold County warrants for animal neglect with no injury or death and two counts of animal neglect with serious injury or death.

According to Ringgold County Sheriff’s Office reports, Feb. 3, Osborn abandoned a cat and two small dogs at a residence on Jefferson Street in Tingley where he lived for several months prior. There was not adequate food or water to support the life of the animals. The dogs had resorted to chewing open tin cans of food to survive.

The cat was found deceased and heavily decomposed under a bed in the home. Both dogs were found alive, but one was very emaciated and lethargic. It perished hours later at the sheriff’s office. The second dog was seized and taken to an animal shelter.

Osborn was released from the Ringgold County Jail after posting $2,300 cash or surety bond.
