Creston Police: Texas driver arrested on OWI warrant

Michael R. Goodall, 19, of Creston, was taken into custody 2:30 p.m. Feb. 4 at Walmart on the charge of theft, fifth degree.

According to a Creston Police report, at approximately 11:17 a.m. Jan. 6, Walmart security footage shows Goodall taking a PlayStation controller without paying for the item.

Later, while speaking with police about the incident, Goodall admitted to taking the controller and an SSD card. Goodall was an employee of the store at the time of the theft.

Goodall was cited and released on a summons to appear.

Alec S. Belter, 20, of League City, Texas, was taken into custody 11:30 p.m. Feb. 4, at the Union County Law Enforcement Center on a Union County warrant for the charge of OWI, first offense.

According to a Creston Police report, at approximately 11:32 p.m. Dec. 31, a traffic stop was conducted at Sycamore and Townline streets on a 2020 Dodge Charger for having nonworking taillights. Contact was made with the driver, identified as Belter.

The strong odor of marijuana was detected coming from the vehicle. A probable cause search was conducted. Belter told officers he had smoked marijuana approximately two hours prior to being stopped. On a scale of one to 10 , with 10 being the most impaired, Belter said he felt he was at a one or two. He was observed to have bloodshot, watery eyes, impaired balance and had cottonmouth and raised heat bumps on his tongue, both indicators of recent marijuana use.

Belter consented to field sobriety and ARIDE testing and showed validated clues and indicators of impairment. He later consented to provide a urine sample for chemical testing, which was sent to the Iowa DCI Criminalistics Laboratory.

A toxicology report was received Jan. 26, showing a positive screen for marijuana metabolites and a confirmed presence of THC metabolites.

Belter was transported to the Union County Jail where he was released from after posting 10% of a $1,000 bond.
