Creston Police: Two charged on warrants Tuesday

Jeremiah L. D. Parcher, 49, of Lorimor, was taken into custody 1:50 p.m. Nov. 11, at the Union County Law Enforcement Center on three Union County warrants for the charges of:

Failure to appear on the original charges of driving while barred and eluding - 25 mph over limit, second or subsequent offense.

Failure to appear on the original charge of domestic abuse assault while displaying or using a weapon, first offense.

Failure to appear on the original charge of driving while barred.

According to Union County District Court documents, Parcher was ordered to appear in court Aug. 29 for a pretrial conference on the original charges of the first warrant and did not.

Parcher was ordered to appear Feb. 21 for a compliance hearing on the original charge of the second warrant and did not.

On Dec. 5, 2024, Parcher was convicted of the original charge of the third warrant and sentenced to serve 14 days in jail during consecutive weekends beginning Jan. 4 and did not.

Parcher was transported to the Union County Jail and held on $12,000 cash-only bond, without bond and until the balance of his sentence is complete, respectively.

Johnnie T. Lovell, 45, of Creston, was taken into custody 4:45 p.m. in the 400 block of North Walnut Street on the charge of driving while barred.

According to a Creston Police report, at approximately 4:39 p.m. a 2000 Dodge Dakota was stopped for an equipment violation. Contact was made with the driver, identified as Lovell, who was found to have a barred driver’s license.

Lovell was transported to the Union County Jail where he was released from after posting $2,000 cash or surety bond.

Tyler W. Kimball, 31, of Creston, was taken into custody 5:38 p.m. Nov. 11, at Elm and Howard streets on a Union County warrant for the charge of failure to appear on the original charge of domestic abuse assault. He was additionally charged with possession of paraphernalia and animal at large.

According to a Union County District Court document, Kimball was ordered to appear in court Nov. 7 for a show cause hearing on the original charge and did not.

On Nov. 11 officers were called to the 500 block of North Elm Street for a reported dog at large that had bitten a juvenile. Witnesses’ indicated the dog belonged to Kimball and came from his property. The dog ran to the witnesses property where it bit the juvenile victim in the leg. The injury was observed by officers.

Kimball was located near the residence and the active warrant was confirmed. After being taken into custody, Kimball was searched and a pipe containing a white and crystalline substance, consistent with methamphetamine, was located.

Kimball was transported to the Union County Jail where he was released from on his own recognizance on a promise to appear.

Jason K. Frazier, 53, of Creston, was taken into custody 10:52 p.m. Nov. 11, on the charge of domestic abuse assault causing bodily injury, first offense.

According to a Creston Police report, Creston Fire Department contacted police in reference a injured female. Police spoke with a male, identified as Frazier, who told them he and the victim had been in a fight during which the victim took his wallet. He stated the victim’s hand was cut by the wallet’s chain when he took it back.

The victim told officers they had taken the wallet after Frazier took their phone. The victim said after taking the wallet, they ran into another room but Frazier kicked in the door to the room. The victim made comments about being in fear due to Frazier’s actions. The beginning of the incident was captured on security camera footage.

Frazier was transported to the Union County jail and held on $1,000 cash or surety bond.
