Jason E. Steiner, 52, of Creston, was taken into custody 5:30 p.m. Oct. 23, at his residence on the charge of possession of a controlled substance - marijuana, third or subsequent offense.
According to a Creston Police report, officers made contact with Steiner at his residence after his vehicle was reported as possibly being driven by an intoxicated driver.
While speaking with Steiner, the odor of marijuana was detected coming from inside the camper. Steiner was asked about the odor and provided officers with a green leafy substance consistent with marijuana.
Steiner has prior marijuana convictions in Montgomery County in 1996 and 1998 and in Adams County in 2013.
Steiner was cited and released on summons to appear.

Clinton E. Humphreys Jr., 35, of Creston, was charged at 4:30 p.m. Oct. 23, for animal at large.
According to a Creston Police report, at approximately 4 p.m. a child was reported to be being attacked by a pit bull in the 500 block of North Elm Street. When officers arrived, the child and dog had been separated and the dog was back at its residence. The child was visibly shaken and crying and said the dog had been biting him.
The owner of the dog, identified as Humphreys, stated his children had been walking the dog and it had got away from them. Two witnesses reported seeing the dog on top of the kid in the street
Humphreys was cited and released on a summons to appear.

Dwain M. Ripperger, 51, of Afton, was taken into custody 4:56 p.m. Oct. 23, at Fremont and Oak streets on the charges of driving while barred and operating without an ignition interlock device.
According to a Creston Police report, at approximately 4:42 p.m. a traffic stop was conducted on a 2007 Chrysler Town and Country.
Contact was made with the driver, identified as Ripperger, who was found to have a barred driver’s license. Ripperger is also required to have an ignition interlock device installed on any vehicle he drives. The Chrysler did not have the device.
Ripperger was transported to the Union County Jail where he was released from after posting $2,300 cash or surety bond.

Angel M. Egginger, 21, of Creston, was taken into custody 5:37 p.m. Oct. 24, in the 700 block of West Taylor Street on a Union County warrant for the charge of theft, third degree.
According to a Creston Police report, at approximately 11:32 a.m. Oct. 7, Egginger took three candles, valued at $34.97 from the Creston Hy-Vee.
Egginger has two prior convictions of theft in Union County in 2024.
Egginger was transported to the Union County Jail where she was released from on her own recognizance on a promise to appear after her initial appearance.

Charles E. Keeton, 43, of Creston, was taken into custody 4:18 p.m. Oct. 25, on a Union County warrant for two counts of possession of a controlled substance, second offense.
According to a Creston Police report, at approximately 4 p.m. Aug. 29, a citizen turned in a bag of lost property found at Sumner and Russell streets. The citizen had opened the bag to attempt to identify who it belonged to so they could return the property. While going through the bag, what the citizen believed to be narcotics were found, so they brought the bag to the police.
Police searched the bag and located 2.21 grams of a substance that field tested positive for methamphetamine and 2.18 grams of marijuana as well as paperwork with Keeton’s name on it.
Police attempted to contact Keeton to return his bag and tools but Keeton never retrieved the items.
Keeton has a prior controlled substance conviction in Union County in 2010.
Keeton was transported to the Union County Jail where he was released from after posting $2,000 cash or surety bond.

Adrian M. Lillie, 18, of Creston, was taken into custody 1:29 a.m. Oct. 26, at Union and Elm streets on the charge of driving while suspended.
According to a Creston Police report Lillie was observed driving a 2001 GMC Sierra on Elm Street. Lillie has a suspended driver’s license.
Lillie was transported to the Union County Jail where he was released from after posting $300 cash or surety bond.
