Francisco A. Salazar Barragan, 27, of West Point, Nebraska, was taken into custody 12:37 p.m. in Nebraska, on an Adair County warrant for the charge of violation of probation.
According to an Iowa Department of Correctional Services report, on March 14 Salazar Barragan received a partially suspended sentence including one year of probation after being convicted of OWI, first offense in Adair County District Court.
Salazar Barragan violated the terms of his probation by failing to complete or provide proof of serving two days in jail or completing an OWI weekend class within the first 30 days after the judgement was entered by the courts. He also did not complete a required substance abuse evaluation.
On April 28, Salazar Barragan reported to an initial supervision appointment to transfer his probation to Nebraska where he resides. Per a Nebraska probation officer, a chemical test was done which was positive for THC and alcohol. Salazar Barragan claimed his most recent use of both was April 19.
Per district protocol, a PBT test was given, which showed his BrAC to be .144%. Salazar Barragan then admitted to drinking tequila and Four Lokos all night prior to the appointment. After denying driving to the appointment, he admitted he had drove and parked his vehicle at a library a few blocks away. Law enforcement was contacted, and they were able to retrieve video footage of Salazar Barragan driving, and charged him with driving under the influence.
Salazar Barragan was transported to the Adair County Jail and held without bond until his initial court appearance.
