William A. Bell, 33, of Creston, was taken into custody 12:35 p.m. Nov. 19, in the 200 block of South Maple Street on a Union County warrant for the charge of failure to appear on the original charge of domestic abuse assault - impeding the flow of air or blood. and was additionally charged with kidnapping, first degree; harassment, first degree; possession of a controlled substance - methamphetamine, first offense and domestic abuse assault - impeding the flow of air or blood causing bodily injury.
According to Union County District Court documents Bell was to appear Nov. 15, for a pretrial conference on the original charge and did not.
According to a Creston Police report, at approximately 11:21 a.m. Nov. 19, officers responded to a domestic disturbance. The victim told officers Bell came to the residence and while the victim was walking into the garage, Bell pushed the victim to the ground and began assaulting her.
Bell was on top of the victim restricting her airflow and attempted to put the victim’s sweater in her mouth to stop her from screaming. The victim said there was enough pressure to the victim’s throat she felt herself begin to pass out. Bell also took the victim’s head several times and hit it against the ground causing injuries to the victim.
Bell then forced the victim from the garage by putting a knife or screwdriver to her back and forcing her to walk across the street to a truck.
Bell told the victim if he got arrested, he would come back when he got out and she wouldn’t like it. The victim asked Bell if he would kill her and he told her he might kill a relative and make her watch.
The victim suffered serious injuries as a result of the incident.
A search warrant was obtained by police to search the truck in reference to the incident. During the search, drug paraphernalia, a scale with methamphetamine residue on it and and a baggie containing methamphetamine were located in a backpack belonging to Bell.
Bell was transported to the Union County Jail and held on $5,000 cash or surety for the warrant and without bond until initial appearance on the new charges.
