Creston Police report - June 10, 2024

Darren M. Wilker, 30, of Creston, was taken into custody 4:05 p.m. June 7, at the Union County Law Enforcement Center on a Union County warrant for two counts of probation violation.

According to a Iowa Department of Correctional Services report, Wilker was sentenced Feb. 14, 2023, to 30 days in jail after being convicted of domestic abuse assault. The sentence was suspended with one year of probation. According to a March 16, 2023, violation report, Wilker violated the terms of his probation by not making contact with probation after sentencing and not enrolling in court ordered programs. His probation was extended in order to meet these requirements as well as pay court costs, fines and fees.

A second violation report, filed May 30, states Wilker was arrested May 24 in Union County and charged with assault causing bodily injury, a violation of his probation.

Wilker was transported to the Union County Jail where he was released from after posting $600 cash or surety bond.

Samantha L. Hays, 36, of Creston, was taken into custody 4:47 p.m. June 7, in the 200 block of North Sycamore Street on the charge of OWI, third or subsequent offense.

According to a Creston Police report, at approximately 4:10 p.m. officers observed a 2013 Dodge Journey, driven by Hays, eastbound on Montgomery Street, when it stopped in the middle of the traveled portion near the 500 block, where there was no stop sign. The van turned north on Sycamore Street, then east down an alley before turning around and parking on the east side of the road, facing south, against the flow of traffic.

Officers pulled up to speak with Hays about the parking violation but she quickly entered a nearby residence and ignored the officers motioning her to speak with them. Officers knocked on the door of the residence and a male answered the door. He stated Hays walked in the residence unannounced and told him the cops were there for his wife. The male got Hays for officers and when she exited the residence, officers immediately detected an overwhelming odor of alcohol coming from her person. Hays also had bloodshot, watery eyes, thick, slurred speech and rapidly changing emotions. She refused to acknowledge any mention of or questions about her alcohol consumption.

Hays stated she had a medical condition which prevented her from performing some field sobriety testing but she consented to and failed multiple tests. Officers observed an open bottle of Fireball Whiskey in her back pocket. She was transported to the Union County Law Enforcement Center where she refused to provide a breath sample for testing.

Hays was transported to the Adams County Jail, where she was released from after posting 10% cash of a $5,000 bond.

Wesley G. Keeler Jr., 36, of Creston, was taken into custody 6:13 p.m. June 8, in the 300 block of North Vine Street on a Union County warrant for the charge of domestic abuse assault impeding air/blood flow causing bodily injury and false imprisonment.

According to a Creston Police report, at approximately 1 a.m. May 8, Keeler put a female victim, who he lived with, in a headlock, squeezed tightly and told her it would be the last time she lied to him. Keeler had a dagger in his hand at the time, which cut the victim’s left index finger. The injury was still bleeding when she spoke to officers. The victim had marks on her arms, neck and face.

During the incident, the victim attempted to leave the residence, but Keeler grabbed her and pulled her away from the door. He slammed the door and told the victim she wasn’t going anywhere.

Keeler was transported to the Union County Jail where he was released from after posting $6,000 cash or surety bond.

William J. Wulff, 24, of Creston, was taken into custody 2:32 a.m. June 8, at the Union County Law Enforcement Center on the charge of OWI, first offense.

According to a Creston Police report, officers observed a 2001 Chevrolet Silverado traveling above the posted 25 mph speed limit and weaving in the lane. A traffic stop was conducted near Prairie and Spruce streets, and contact was made with the driver, identified as Wulff.

Wulff made statements about consuming alcohol and had bloodshot, watery eyes, slurred speech, impaired balance and the odor of an alcoholic beverage emitting from his person. Officers observed an open alcoholic beverage in the center console of the truck. Wulff consented to some field sobriety testing and showed clues of impairment. He consented to a PBT, which produced a BrAC result over .08%.

Wulff was transported to the Union County Law Enforcement Center where he consented to provide a breath sample for testing. The result of the test indicated a BAC of .154%.

Wulff was transported to the Union County Jail where he was released from after posting $1,000 cash or surety bond.

Storm J. Spencer, 30, of Creston, was taken into custody 12:02 a.m. June 9, at Elm and Union streets on the charges of disorderly conduct-fighting/violent behavior and public intoxication.

According to a Creston Police report, at approximately 11:25 p.m. June 8, officers responded to a fight in the alley behind The Lobby. Witnesses of the altercation described Spencer and said he left through the front door of the bar. Officers located him near the intersection. He admitted to throwing punches and throwing an individual to the ground during the altercation.

Spencer was offered and consented to a PBT, the result of which indicated a BrAC of over .08%.

Spencer was transported to the Union County Jail where he was released from after posting $600 cash or surety bond.

Timothy D. Williams, 50, of Creston, was taken into custody, 12:10 a.m. June 9, at Adams and Oak streets on the charges of public intoxication, disorderly conduct-fighting/violent behavior and possession of a controlled substance - marijuana, first offense.

According to a Creston Police report, at approximately 11:25 p.m. June 8, officers responded to a fight in the alley behind The Lobby. Witnesses of the altercation identified Williams and officers observed him walking away from the bar. Williams and the other party involved in the fight admitted to it.

Williams was offered and consented to take a PBT, the result of which indicated a BrAC of over .08%. While being taken into custody, Williams told officers he had wax in his pocket. Officers located two silicone containers with wax in his right front pocket, which field tested positive for marijuana.

Williams was transported to the Union County Law Enforcement Center where he was released from after posting $1,600 cash or surety bond.

Kevin W. Rauch II, 39, of Creston, was taken into custody 9:53 p.m. June 9, at the Union County Law Enforcement Center on the charges of false reports - 9-1-1 call; possession of drug paraphernalia and possession of a controlled substance - methamphetamine, first offense.

According to a Creston Police report, Rauch called 9-1-1 multiple times over a two-day time period, the calls resulted in no emergency being present. Rauch made statements during one of those calls identifying himself as the caller and the number calling was confirmed to belong to him.

While speaking to Rauch at his residence, he made statements about recent methamphetamine use and appeared impaired. Another individual at the residence gave officers permission to enter the home, located in the 500 block of East Irving Street. Officers observed a homemade device for methamphetamine use and a crystalline substance, which field tested positive for methamphetamine on the kitchen table.

A search warrant was then obtained, resulting in officers locating a pipe and more of the crystalline substance.

Rauch was transported to the Union County Jail and held on $1,600 cash or surety bond.
