Creston Police report - Feb. 26, 2024

Ryan Palmer, 31, of Creston, was taken into custody 1:53 p.m. Feb. 22 in the 600 block of West Mills Street on the charge of animal at large.

According to a Creston Police report, at approximately 12:48 p.m. Palmer allowed his family dog to run at large within city limits.

Palmer was cited and released from the scene on a summons to appear.

Lucas L. Smith, 19, of Creston, was taken into custody 4:44 p.m. Feb. 23 at the Union County Law Enforcement Center on a Union County warrant for the charge of criminal mischief, first degree.

According to a Creston Police report, at approximately 8:29 a.m. Jan. 2 several buildings in the alleyway of the 200 block of North Elm Street were reported to be spray painted with graffiti. The vandalism matched other graffiti reported in Creston dating back to October 2023. On Jan. 26 a landlord reported a tenant, identified as Smith, had vandalized the interior of a property in the 300 block of West Adams Street.

Smith was interviewed about the vandalism and admitted to being responsible for some of the other vandalism reported in Creston. Property owners estimated cost to repair the damage at more than $10,000.

Smith was transported to the Union County Jail and held on $10,000 cash or surety bond.

Carrie N. Pendegraft, 45, of Creston, was taken into custody 7:11 p.m. Feb. 23 at her residence on a Union County warrant for the charge of OWI, second offense.

According to a Creston Police report, at approximately 7:20 p.m. Jan. 29 a 2017 Ram 1500 was stopped at Townline and Sumner streets for an equipment violation. Contact was made with the driver, identified as Pendegraft, and the odor of marijuana was detected coming from the vehicle. Pendegraft admitted she had smoked marijuana approximately two hours prior to the stop. Pendegraft had bloodshot, watery eyes and when asked how high the marijuana made her she said “five or six.”

She refused all field sobriety testing at the scene. A warrant was granted and executed for a sample of Pendegraft’s blood for chemical testing, which was sent to the state lab. On Feb. 22 the findings of the blood test were received from the DCI Criminalistics Laboratory and showed a positive screen for marijuana metabolites (89 ng/mL) and a positive screen for amphetamines (methamphetamine - 347 ng/mL).

Pendegraft was convicted July 1, 2023, for OWI, first offense, in Union County.

Pendegraft was transported to the Union County Jail where she was released from after posting $2,000 cash or surety bond.

Donald J. Simmerman, 34, of Murray, was taken into custody 1:18 a.m. Feb. 24 at the Union County Law Enforcement Center on the charges of interference with official acts and OWI, second offense.

According to a Creston Police report, at approximately 12:44 a.m. a 2013 Ford F150 was observed traveling at a slow rate of speed, significantly lower than the speed limit. The truck made a wide right turn, touched the center yellow line and pulled into a posted “no parking” space in the 300 block of West Adams Street.

As officers approached the truck, a male, later identified as Simmerman, was observed exiting the driver’s seat. Contact was made with Simmerman, who had slurred speech, bloodshot, watery eyes, the odor of an alcoholic beverage emitting from his person and admitted to consuming alcoholic beverages.

When asked for identification, Simmerman initially refused to provide it but eventually did. He was advised field sobriety testing would be completed at the law center and told to sit in the back of a patrol car. Simmerman argued with officers and resisted commands to get in the patrol car. When told to place his hands behind his back, Simmerman actively resisted, forcing officers to go hands-on with him to gain control.

At the law center, Simmerman consented to two field sobriety tests which showed clues of impairment. He was unable to perform one test due to impaired balance. The defendant consented to a PBT with a result indicating a BrAC of over .08%. Simmerman consented to provide a breath specimen for chemical testing, with a result indicating a BAC of .204%.

Simmerman was convicted Sept. 25, 2017, of OWI in Clarke County.

Simmerman was transported to the Union County Jail where he was released from after posting $2,300 cash or surety bond.

Noah A. Young, 24, of Creston, was taken into custody 1:45 p.m. Feb. 24 in the 800 block of Summit Street on a Union County warrant for the charge of failure to appear on the original charge of disorderly conduct - loud raucous noise and was additionally charged with providing false identification.

According to a Union County District Court document, Young was to appear in court Jan. 16 for an initial appearance on the original charge and did not.

According to a Creston Police report, on Feb. 24 officers observed a male on Jarvis Street they recognized to be Young, who had an active warrant. While speaking with the male, he identified himself as Jake Hutchinson and provided a false date of birth. Officers allowed the male to leave and then obtained a photo of Young and confirmed it to be the same male they spoke with earlier.

Officers located Young at his residence and took him into custody on the warrant and additional charge. He was transported to the Union County Jail where he was released from after posting $600 cash or surety bond.

Jeffery A. Arnold, 24, of Creston, was taken into custody 11:38 p.m. Feb. 24 at Wyoming Avenue and Highway 34 on the charge of driving while suspended. Arnold was also cited for failure to provide proof of financial liability (no insurance).

According to a Creston Police report, Arnold was observed operating a 2010 Chrysler Town and County and was found to have a suspended license and did not have proof of insurance on the van.

Arnold was cited and released at the scene on a summons to appear.

Cael R. Carl, 21, of Creston, was taken into custody 3 a.m. Feb. 25 at Adams and Cottonwood streets on the charges of OWI, first offense and carrying a dangerous weapon while intoxicated.

According to a Creston Police report, at approximately 2:05 a.m. a traffic stop was conducted on a 2008 Chrysler 300. As officers approached the 300, the odor of marijuana was detected. Contact was made with the driver, identified as Carl, who told officers he had smoked marijuana approximately 45 minutes earlier and had also consumed alcoholic beverages in Des Moines.

More than one open alcoholic container was observed in plain view in the vehicle and were seized. Officers also located a 9 mm handgun and .22 magnum pistol in the vehicle.

Carl was transported to the Union County Law Enforcement Center where he consented to field sobriety testing which showed clues of impairment. A PBT showed a BrAC of over .08%. ARIDE testing also showed signs of drug impairment. Carl consented to provide a sample of his urine for chemical testing which will be sent to the state lab for testing. He also provided a breath specimen for chemical testing, which indicated a BAC of .073%.

Carl was transported to the Union County Jail and held on $2,000 cash or surety bond.

Raul Rangel Jr., 43, of Creston, was taken into custody Feb. 25 at the Union County Law Enforcement Center on a Union County warrant for the charge of OWI, first offense.

According to a Creston Police report, at approximately 7:50 p.m. Dec. 31, 2023, a 2017 Ford Focus was observed southbound on South Sumner Street at 38 mph in a 25 mph zone. A traffic stop was initiated at Laurel and Sumner streets and contact with the driver, identified as Rangel, was made.

Rangel was asked if he had taken any illegal narcotics and admitted to marijuana use. Rangel consented to field sobriety and ARIDE testing which showed clues of impairment. Rangel consented to provide a urine sample for chemical testing.

Feb. 1, the results of the chemical test were received and showed a positive screen for marijuana metabolites (63 ng/mL) and cocaine metabolites (183 ng/mL).

Rangel was transported to the Union County Jail where he was released from after posting $1,000 cash or surety bond.
