Percy James Mathews Jr, 49, of Nebraska, was taken into custody 10:10 a.m. Jan. 23 at Greater Regional Medical Center on a Douglas County, Nebraska, warrant for murder, first degree and use of a deadly weapon to commit a felony.

Mathews was transported to the Union County Jail were he is being held on no bond awaiting extradition to Nebraska.

Sunita J. Phipps, 35, of Creston, was taken into custody 11:48 a.m. Jan. 23 at her residence on the charge of allowing an animal to run at large.

According to a Creston Police report, at approximately 9 a.m. officers were made aware of a person who was suffering from a dog bite on Highway 34/New York Avenue. The dog was found to belong to Phipps and was determined to be running at large within city limits when it bit the victim.

Phipps was cited and released at the scene on a summons to appear.
