Scott Richard Phipps, 58, Creston, was charged 4:26 p.m. Thursday with domestic abuse assault at 302 N. Pine St.

According to a Creston Police report, Phipps grabbed the victim by the neck, forced her to the ground and kicked her. The victim had a bloody mouth and marks on her chin. Both Phipps and the victim made similar statements.

Phipps was being held in the Union County Jail without bond until an appearance before a judge.

Timothy Allen Culpepper reported 5:05 p.m. Thursday that his red 2008 Buick Lucerne CXL was missing.

Estimated loss was $6,000.
