Angel Valdovinos Rodriguez, 38, 511 W. Montgomery St., was charged with public intoxication and disorderly conduct 12:22 a.m. this morning at 102 W. Taylor St.

According to a Creston Police report, an individual reported to be laying on the railroad track within Creston city limits was later identified as Rodriguez. A Casey’s General Store employee reported an intoxicated male was causing a disruption in the store as he was buying alcoholic beverages. A witness at the store made statements that the individual, identified as Rodriguez, had grabbed his groin in an inappropriate gesture toward another person. Rodriguez was observed to have the odor of alcohol on his breath. When asked if he would consent to a preliminary breath test, Rodriguez began to eat pizza, but admitted to consuming alcohol earlier. Rodriguez was offered a PBT and instructed on how to do so multiple times and would not breath into the PBT properly.

Rodriguez was being held on $600 bond in the Adams County Jail.

Maxim Kozlov, 23, 504 Pine St, in Shannon City, charged with indecent exposure 12:04 p.m. Tuesday in the Walmart parking lot, 806 Laurel St.

According to a Creston Poilce report, officers were dispatched to Walmart in reference to a male in a vehicle making obscene gestures after a female reported observing him in his vehicle making “strange movements.”

He was released from the Union County Jail on a $300 bond.
