Lee Ryan Fowler, 37, 203 W. Townline St., was charged 3:33 a.m. Monday on a Union County warrant for possession of a controlled substance and domestic abuse assault at his residence.

According to a Creston Police report, on April 9, a K-9 unit discovered hydrocodone and a water bong with methamphetamine residue in his vehicle. Fowler assaulted a female victim by hitting her head against a wall, causing swelling and redness to the top of her head. Fowler also bit her in the cheek area, creating a circle-shaped welt with bruising and swelling. There was damage to a picture frame and a dent in the wall, which supported the victim’s statements.

Fowler is being held in the Union County Jail without bond until seen by a judge.

Sunita Joann Phipps, 34, 1101 W. Adair St., was charged 11:18 a.m. Sunday with domestic abuse assault causing injury or mental illness at her residence.

According to an Creston Police report, Phipps gave the male defendant a black eye and scratches on the arm and leg.

Phipps was being held in the Adams County Jail on $300 bond.

Angel Valdovinos Rodriguez, 38, 511 W. Montgomery St., was charged 10:10 p.m. Sunday with first-degree harassment and intimidation with a dangerous weapon at 513 W. Montgomery St.

According to a Creston Police report, Rodriguez approached a porch appearing calm until taking offense to being offered a cigarette. He brandished a pocket knife and threatened to stab someone on the porch. Rodriguez followed the party inside and stated he was allowed in but one of the witnesses denies this. Rodriguez pulled a machete out of the box and caressed it against a male witnesses’s leg and told him to sit down. The witnesses stated they felt uncomfortable and that Rodriguez presented a danger. A witness stated that as Rodriguez was going downstairs, he told them that if they went to the police, he would come back and hurt them.

Rodriguez was being held in the Union County Jail on $7,000 bond.

Bart Douglas Dunkerson, 41, 318 Livingston Ave., was charged 12:59 a.m. Monday on a Union County warrant for the original charge of possession of a controlled substance at his residence.

According to a Creston Police report, on June 18, Dunkerson was throwing things in the street and when an officer approached him, Dunkerson confessed to snorting, “some white stuff.” Dunkerson gave the officers his bag of methamphetamine.

Dunkerson was being held in the Ringgold County jail without bond until seen by a judge.

Edward Earl Jones, 54, 516 Livingston Ave., was charged 10:30 p.m. Sunday with operating while under the influence in the 500 block of Livingston Avenue.

According to a Creston Police report, Jones spun his tires leaving the intersection of Fremont and Livingston. Jones smelled like alcohol, had bloodshot, watery eyes and had difficulty maintaining balance. Jones refused to consent to all sobriety tests.

Jones was being held in the Union County Jail on $1,000 bond.

Skylar Allen Rufenacht, 35, 404 S. Birch St., was charged 4:51 a.m. Monday with theft and third-degree burglary at 401 S. Pine St.

According to a Creston Police report, the victim said his residence was broken into while he was gone and it looked out of place. Items such as a SWCC backpack, jeans, boots, shorts and a dog were missing. There was a pair of jeans lying on the floor that didn’t belong to the victim. Rufenacht was stopped in traffic riding a bicycle with the items that the victim had reported missing and confessed he had stolen them.

Rufenacht was being held in the Union County Jail on $5,300 bond.

Kevin Lee Davis, 28, 607 S. Maple St., was charged 4:53 a.m. Monday on a Union County warrant for probation violation on the original charge of delivery of methamphetamine at his residence.

According to a Creston Police report, on Dec.10, 2019, Davis sold less than five grams of methamphetamine to an individual cooperating with law enforcement to record the conversation.

Davis was being held in the Union County Jail on $10,000 bond.
