Shirley Bailey, 86, of Creston, formerly of Afton, died Monday, May 19, 2025, at her home in Creston. Celebration of Life Services will 2 p.m. Sunday, May 25, 2025, at Powers Funeral Home in Creston. Pastor Jodi Rushing will officiate. The service will be livestreamed with a link found in the event section of her obituary at www.powersfh.com. The burial will be in Greenlawn Cemetery in Afton. Open visitation with family receiving friends will be 12-2 p.m. Sunday, at Powers Funeral Home in Creston.

Shirley Ann Bailey was born Sept. 13, 1938, to Samuel Miller and Ruth (Stauffer) Miller, in Highspire, Pennsylvania. She graduated from Middletown High School in Middletown, Pennsylvania, in 1956.
On June 28, 1957, Shirley was united in marriage to Richard Charles Bailey in Steelton, Pennsylvania. She lived and worked as a secretary in various locations prior to moving from New York to Afton. She finally moved to Creston in 2004.
Shirley was an active homemaker and mother, who always carried her faith. While in Afton, she was an active member of the Afton United Methodist Church. Once she moved to Creston, she was a faithful member of the First Baptist Church in Creston.
Shirley is survived by her children: Steven (Kristie) Bailey of Boerne, Texas, Donna Vandel of Creston, Sue McGuire of Kerrville, Texas, and Richard (Pat) Bailey Jr. of Kerrville, Texas. She is also survived by a brother, Jim (Judie) Miller of Palmyra, Pennsylvania; sister, Doris (Ralph) Heck of Elizabethtown, Pennsylvania; grandchildren: Melissa (Daniel) Gabourie, Jessica (Ulises) Villarreal, Cody Vandel, Casidy Cavanaugh, Joey (Sabrina) McGuire and Jennifer McGuire; 16 great-grandchildren: Ava, Avery, Autumn, Ayden, Eli, Emerson, Emily, James, Jaxson, Makayla, Meghan, Michael, Paden, Paisley, Sofia and Xander; many amazing friends and members of her incredible fellowship at First Baptist Church in Creston.
Shirley was preceded in death by her parents, in-laws and her husband Richard in 2003.
