Bond details and additional opioid funds approved in Union County

The Union County Conference Board met to discuss the assessor's budget for fiscal year 2026.

Multiple resolutions were signed in the busiest board of supervisors meeting since the start of the fiscal year.

Union County’s supervisors met on Wednesday to approve a suite of resolutions, some as part of routines and some to help fund future county projects.

Two resolutions help solidify the $5 million of general obligation urban renewal bonds which the county has been discussing throughout the summer. In previous meetings, Union County approved UMB Bank’s purchase of $5 million in these bonds.

Funds from these bonds will go toward secondary roads projects which revitalize county roads and projects. The county had previously received $5 million in this same process through a previous issuance, with that $5 million to be exhausted soon.

The first resolution approves UMB Bank of West Des Moines to serve as paying agent and bond registrar for the agreement. The second issues the bonds, levies a tax to pay said bonds and approves both a tax exemption certificate and continuing disclosure certificate.

These bonds will mature in 2039 for a principal amount of $710,000.

Voting representatives for the Iowa State Association of Counties was also approved. Union County did not name any representative for the Iowa Community Services Association, the County Zoning Officials of Iowa or the Iowa Counties Information Technology Organization.

A resolution was also signed for Union County to approve additional funds to the nationwide Opioid Class Action Litigation. These funds have already been used to fund mental health programs in local communities.

In other Union County news...

Union County Recorder Katie Carlton introduced adding change of titles to the Union County Online Index Book System. This would allow for an accessible search database for Union County properties. The agreement was approved.

Index books have been digitized in recent weeks since being approved by the board. Online access to these index books will allow for Union County to be more efficient in their work, especially in the field.

A grading agreement between the county and Justin Staver was approved. The agreement covers ditching and dozing a fenceline on the east side of Pheasant Avenue starting from the intersection of 240th street. Trees and brush will also be removed by the county in that area.
