SICOG director waives preliminary hearing

A Creston man accused of theft and forgery waived his right to a preliminary hearing today before Magisterial District Judge Todd Nielsen. The court now awaits trial information.

Timothy Ostroski, 70, the executive director of Southern Iowa Council of Governments, faces one count of first-degree theft and four counts of forgery after he allegedly forged the signature of another person for cleaning services not provided and took more than $10,000 between January 2002 and December 2021 from SICOG.

Potential witnesses reported first contact with federal investigators from the U.S. Department of Commerce last summer. State Auditor Rob Sand announced Feb. 10 his office has opened an investigation with SICOG and his office is working to preserve the agency’s records. SICOG’s attorney, Kirk Schuler with Dorsey & Whitney LLP of Des Moines, previously said the agency will operate as normal and continue to provide its services amid the investigation.

After his arrest Feb. 9, Ostroski was released on $30,000 bond from Union County Jail.
