Jeremiah Lee David Parcher, 44, 417 New York Ave., was cited for allowing an animal to run at large 10:15 a.m. Monday at his residence.
According to a Creston Police report, a pit bull owned by Parcher bit the right calf of a mail carrier causing injury.
Parcher was released on his promise to appear.
