Michael Williams, 48, 210 N. Walnut St., was charged with violation of a protective order 12:30 p.m. Tuesday on the 100 block of North Maple Street.
According to a Creston Police report, Williams was seen kissing and hugging someone he shares an active no-contact order with.
Williams was being held in the Union County Jail awaiting an appearance before the magistrate.
