Hyvis Oerlyn Thatcher, 72, 507 W. Montgomery St., was charged with allowing an animal to run at large 11:45 a.m. Wednesday at 604 W. Jefferson St.
According to a Creston Police report, Thatcher was asked to leash his dogs that were loose and under his vehicle as required by city code. Animal control noted Thatcher was disrespectful and argued that he “owns the middle of the street” and animal control should “show proof of the city code.” Thatcher continued to argue after being read the city code.
Thatcher was cited and released on his promise to appear.

Dylan Linch, 1000 N. Poplar St., reported a wallet taken from a vehicle 10:30 a.m. Tuesday.
According to a Creston Police report, Linch reported that sometime between 8 p.m. Tuesday and 7 a.m. Wednesday a wallet containing cash and credit cards was taken from a vehicle parked at his residence.
Estimated loss was $40.
