Dustin James Seley, 40, 422 Livingston Ave.was charged with third offense possession of a controlled substance — methamphetamine, third offense possession of a controlled substance—marijuana and operating while under the influence 7:58 p.m. Tuesday at the intersection of Elm and Taylor streets.

According to a Creston Police report, officers observed a driver not wearing his seat belt. During the traffic stop, officers noted Seley had bloodshot watery eyes, and an odor of narcotics. Seley failed field sobriety test and refused other testing. The K9 unit was deployed and gave a final response to the passenger door of the vehicle. While conducting a search of the vehicle officers found 2 bags of meth and a bag containing marijuana. Seley possessed drugs and possessed drug paraphernalia.

Seley is being held on $8,000 bond.
