Collision: A 2001 Ford was inoperable after an accident Monday afternoon at the intersection of Highway 34 and South Elm Street. Harold Dean Downey, 77, of Afton was charged with failure to stop in an assured clear distance after an accident 2:52 Monday at Highway 34 and South Elm Street. According to a Creston Police report, a 2007 Chrysler driven by Downey failed to stop and struck the rear of a 2001 Ford driven by Katelyn Veva Armstrong, 24, of Corning, which was stopped on Highway 34 to turn north on South Elm Street. Armstrong was cited for no proof of insurance. Estimated damage was $2,500 to Downey's vehicle and $2,000 to Armstrong's vehicle.
