Victor Robbin Thatcher, 49, 814 W. Jefferson St., was charged with second-offense public intoxication 4:06 p.m. Tuesday on the 200 block of North Maple Street.
According to a Creston Police report, officers were dispatched to the alley behind 217 N. Maple St. for a subject lying on the ground and upon arrival identified Thatcher, who was extremely intoxicated. He was transported to the Law Enforcement Center and offered a breath test, which he refused.
Thatcher was being held on $1,000 bond.
