Brooke Marie Carter, 27, 310 S. Vine St. was charged with fifth-degree theft 6 p.m. Tuesday at Wal-Mart.

According to a Creston Police report, officers were dispatched to Wal-Mart for a female that had placed items into her shopping cart that she did not pay for. They met with the loss prevention officer in his office where he had Carter. The loss prevention officer said they had video of her scanning one item while holding two in her hands and placing them both in a bag and into her shopping cart without paying for them. The items not paid for totaled $18.16.

Carter was cited and released on a promise to appear.

Kimberly Morgan, 38, 434 Wyoming Ave., was charged on two Union County warrants for seven counts of compulsory education violation and failure to appear on the originals charges 3:30 p.m. Wednesday in the 100 block of South Jarvis Street.

According to criminal reports, during November 2017, school officials informed Morgan that her child had excessive un-excused absences from school. Both mother and child had been notified of the attendance issue and had been specifically advised of the consequences of the child’s failure to attend school. Both declined the opportunity to participate in mediation, and the child has had numerous absences since November 2017 and was also absent without excuse on Feb. 16, Feb. 21, Feb. 26-28 and March 1 and 2.

Morgan is being held in Adams County Jail on $600 bond.

Jordan Thomas McElroy, 20, 505 W. Spencer St., was charged with domestic abuse assault – impeding flow of air/blood 11:30 p.m. Wednesday at his residence.

According to a Creston Police report, officers responded to a domestic abuse call at 505 W. Spencer St. and upon arrival spoke with the victim who had several scratches and red marks on her neck. She said her boyfriend, McElroy had choked her.

McElroy is being held at Union County Jail awaiting bond hearing.
