According to a Creston Police report, on Feb. 21, Hiatt reported to the local office of the Fifth Judicial District Department of Corrections for a parole appointment. At that time, the supervising parole officer requested Hiatt produce a urine sample for purposes of urinalysis screening to determine if Hiatt had been using any prohibited controlled substances. Upon being confronted, Hiatt produced a homemade device which had been concealed on his person. The device contained “clean” urine obtained from another individual.
