James Raymond Mcfail, 42, 802 W. Jefferson St., was charged on a Page County warrant for possession of methamphetamine and possession of a firearm by a domestic assaulter 9:45 a.m. Thursday at Adult Probation Office, 119 N. Elm St.

Mcfail was transported to Page County Jail.

James Jack Clark, 30, of Pleasant Hill was charged with failure to comply with a sex offender registry 10:22 a.m. Thursday at 1203 W. Jefferson St.

According to a Creston Police report, officers responded to a call for a suspect of a theft in the 800 block of West Montgomery Street. Officers knew the suspect to be Clark. The reporters of the theft left the area. Officers knew from previous complaints Clark may be in violation of a sex offender registration requirement. Officers detained Clark, who was transported to his “camping” location behind the residence of 1203 W. Jefferson St. A male subject in the camping area under the outside deck of the address was identified as Mike Cox. Cox said Clark was living under the deck and had been there between three and four weeks.

Clark was verbally provided with a Miranda warning since he was not free to leave. Clark admitted to living there for between three and four weeks and said he was registered at his mother’s house in Pleasant Hill but did not have a ride back. Officers were given verbal consent by the homeowner to look in the exterior area under the deck. Evidence indicated Clark was and had been staying there for more than five days. Clark was detained and transported to Union County Law Enforcement Center for officers to verify requirements.

Iowa Department of Public Safety registration records indicated he was in violation. Clark was not living or staying anywhere near his registered address in Pleasant Hill, by his own statements, witness statements and officers’ knowledge he had been living and staying in Creston and had not registered with Union County or Iowa DPS registry to indicate a new place of residency.

Clark was released on $2,000 bond.

Matthew Dylan Rinehart, 305 N. Maple St., reported a toolbox was taken between Aug. 10 and Thursday from his shed.

Loss estimate is $100.
