Accident waiting to happen

A young male in dark clothing rode a skateboard north on Elm Street from Howard Street for over a block on Tuesday evening after dark. He rode without a helmet, elbow and knee pads and in front of a car also going north. He looked back at the car once but made no attempt to move over and get off the board. Has not a parent set any rules?

He needs to be told at the very least when and where he can ride. He needs to be supervised and suffer the loss of the skateboarding activities if he fails to follow the rules. This kid is an accident waiting and bound to happen and a poor role model for the other kids present that night.
