Troy E. McKinney, 50, of Orient was charged with second-offense operating while intoxicated, possession of methamphetamine and possession of paraphernalia 8:15 p.m. Wednesday near the intersection of North Lincoln and West Prairie streets.

According to a Creston Police report, McKinney was stopped for traffic violations, and during the stop a check of his driver’s license was done, and it showed he was suspended for non-payment of child support. McKinney admitted he was suspended. During a pat down, McKinney admitted he had a methamphetamine syringe in his front pocket. The syringe field tested positive for methamphetamine. McKinney admitted he had used methamphetamine and he was high. McKinney showed significant signs he was impaired, and admitted several times he was feeling the effects of the drug and he was high. He refused field sobriety testing, and said he couldn’t do it because he was high. McKinney consented to preliminary breath testing, with a result of .000, ruling out alcohol as the cause of impairment. He consented to a urine test, with a positive result for methamphetamine. McKinney has been convicted of a prior operating while intoxicated offense in the past 12 years.

McKinney was being held on $5,000 bond.

Curtis Bunnell, 40, of Fort Dodge was charged on a Union County warrant for second-degree theft 8:18 p.m. Thursday at Union County Law Enforcement Center.

According to a Creston Police report, on July 8, 2012, Bunnell, as owner of Xpert Builders of Oskaloosa, executed a contract with Mike Henry for a building or replacement of a garage damaged by a tornado. The contracted provided for a down payment of $2,625, which was paid by Henry. The check was cashed by Bunnell on or about July 10, 2012. Bunnell has not returned to Union County. Bunnell has not undertaken any efforts to build the garage. Bunnell has not refunded any portion of the down payment. All applicable deadlines set out in the contract have passed.

Bunnell was being held in Union County Jail on $5,000 bond and additional outside agency hold.

Ronald Griffin II, 50, 315 N. Sycamore St., was charged with disorderly conduct, possession of marijuana, possession of a controlled substance, discharge of a weapon in city limits and trespass 12:18 a.m. today at his residence.

According to a Creston Police report, at 11:22 p.m. Thursday, Griffin entered the porch of the Elks Club, 403 W. Montgomery St., and struck the locked door, demanding to enter. He was told by a member of the club that it was closed and he needed to leave. Griffin was loud and belligerent, and appeared to be intoxicated. Griffin became aggressive toward the member and attempted to kick him. Griffin was then physically removed from the property. The member then called the police to report the incident. Upon arrival, officers were unable to locate Griffin in the area. Griffin discharged a firearm inside the city limits of Creston. When officers were looking for weapons on Griffin, they found 26 pink pills that were amphetamines. The pills were in a silver container that did not have a prescription on the bottle. Officers also found 21 grams of marijuana.

Griffin was being held on $1,000 bond.
